Gift Certificate Offering#727

I would love a way to have Person A purchase a “Gift Certificate” for a specific amount and it issue them a unique coupon code that they can give to person B all automagically. I just can’t figure out how to do that in the system.

I found a duplicate request after the fact so I added this there. This request can be deleted so as not to waterdown the voting.
